Its appearance on the earth is regarded as a happy portent of the advent of good government or the birth of men who are to prove virtuous rulers. It has the body of a deer, the tail of an ox, and a single, soft horn. As messenger of mercy and benevolence, the Kirin never treads on a live insect or eats growing grass.

Recently a petition was received from Meng En-yuen, Tu-chun of Kirin, and others, to the effect that "in the articles passed by the Constitution Conference there were several points as follows: 'when the House of Representatives passes a vote of want of confidence against the Cabinet Ministers, the President may dismiss the Cabinet Ministers, or dissolve the said House, but the dissolution of the House shall have the approval of the Senate. Again, 'When the President dismisses his Prime Minister, it is unnecessary for him to secure the counter-signature of the Cabinet Ministers. Again 'when a bill is passed by the Two Houses it shall have the force of the law. We were surprised to read the above provisions.

M. De la Bruniere when traveling to the country of the Gilyaks in 1845, crossed this valley, and found a dense population along the river, but a smaller one farther inland. The principal cities are Kirin and Sansin on the main stream, and Sit-si-gar on the Nonni, one of its tributaries.

It may be noted here that "Manchuria" is unknown to the Chinese or to the Manchus themselves as a geographical expression. The present extensive home of the Manchus is usually spoken of as the Three Eastern Provinces, namely, Shêng-king, or Liao-tung, or Kuan-tung, Kirin, and Heilungchiang or Tsitsihar.

Yet it is older than Confucius or the book-religions, and its conception shows one of the nobler sides of Animism. The rare advent of this bird upon the earth is, like that of the kirin or unicorn, a presage of the advent of virtuous rulers and good government. It has the head of a pheasant, the beak of a swallow, the neck of a tortoise, and the features of the dragon and fish.

Of this we have an exceedingly interesting and conclusive illustration in the struggle still proceeding between the three Manchurian provinces, Fengtien, Kirin and Heilungchiang, to seize the lion's share of the virgin land of Eastern Inner Mongolia which has an "open frontier" of rolling prairies.

They waved their hands up the stream as if urging us to go ahead and say they were coming. The one reclining was a venerable personage, with a thin beard fringing a sedate visage, into which he drew long whiffs and comfort from a Chinese pipe. These boats were doubtless from Kirin or San-Sin, on their way to Igoon.

The Songaree is navigable to Kirin, about thirteen hundred versts from the Amoor, and it is thought the Nonni can be ascended to Sit-si-gar. The three cities have each a population of about a hundred thousand. According to the treaty of 1860 Russian merchants with proper passports may enter Chinese territory, but no more than two hundred can congregate in one locality.
