Never, perhaps, was king better served by circumstances or more successful in his enterprises; but he is the first of the Capetians who had a scandalous contempt for rights, abused success, and thrust the king-ship, in France, upon the high road of that arrogant and reckless egotism which is sometimes compatible with ability and glory, but which carries with it in the germ, and sooner or later brings out in full bloom, the native vices and fatal consequences of arbitrary and absolute power.

The village of Domremy and the little town of Vaucouleurs were French, and faithful to the French king-ship; and Joan wept to see the lads of her parish returning bruised and bleeding from encounters with the enemy. Her relations and neighbors were one day obliged to take to flight, and at their return they found their houses burned or devastated.

Thus France, under a poor mad king and amidst civil dissensions of the most obstinate character, found the question renewed for her of French versus English king-ship and national independence versus foreign conquest.

Servius, being himself of humble birth, had favored the people at the expense of the nobles. He even made a law that no king should rule after him, but that two men chosen by the people should govern them year by year. Thus it was that the commons came to love him and the nobles to hate him, and when he asked for a vote of the people on his king-ship there was not a voice raised against him.

But the measure was evidently wise and salutary for France as well as for the king-ship; and it was renewed, after Philip the Long died on the 3d of January, 1322, and left daughters only, in favor of his brother Charles the Handsome, who died, in his turn, on the 1st of January, 1328, and likewise left daughters only.
