Accordingly in the Lenten parliament of 1305 was drawn up the ordinance of Trailbaston, by which the king was empowered to issue writs of inquiry, addressed to special justices in the various shires, and authorising them to take vigorous action against these trailbastons, or men with clubs, whose outrages had become so grievous.

Glascock in the House of Commons, December 16, 1601, two equally undesirable justices are described first, the one "who from base stock and lineage by his wealth is gotten to be within the commission"; the other "a gentleman born, virtuous, discreet, and wise, yet poor and needy. And so only for his virtues and qualities put into the commission.

Her mother had threatened her and the next night she "felt something come into the bed about her legges, ... but could not finde anything." This was as serious evidence as that of one of the justices of the peace, who testified from the bench that a very honest friend of his had seen three or four imps come out of Anne West's house in the moonlight.

On the envelope he wrote "private," and inside to this effect: "Two months ago I informed you officially that prisoners are daily assaulted, starved, and maltreated to the danger of their lives by the governor of Jail. I demanded of you an inquiry on the spot. In reply you evaded my demand, and proposed to refer me to the visiting justices.

I see no special reason for excluding the Master of the Rolls; and I would, therefore, leave our door open to him. I would open it to the Judge of the Admiralty, who has been most unwisely excluded. I would open it to other great judicial officers who are now excluded solely because their offices did not exist in 1705, particularly to the two Lords Justices, and the three Vice Chancellors.

Fenwick was soon carried to London and brought before the Lords Justices. At first he held high language and bade defiance to his accusers. He was told that he had not always been so confident; and his letter to his wife was laid before him. He had not till then been aware that it had fallen into hands for which it was not intended. His distress and confusion became great.

This was so self-evident that I did not step out of the direct line to cast reflections upon unpaid servants. You have not seen what is self-evident you drive me, therefore, to explanations. "I offered you evidence that this jailer is a felon, who has hoodwinked the visiting justices and has deceived you.

Occasionally the neighboring justices of the peace met here to take the overseers' accounts or to transact other business; and in the church also might be held coroners' inquests over dead bodies.

Carew, he crossed the way, came up to him, and in the cant language, asked where he lay last night, what road he was going, and several other questions; then, whether he would brush into a boozing-ken and be his thrums; to this he consented, and away they went; where, in the course of their conversation, they asked each other various questions concerning the country, the charitable and uncharitable families, the moderate and severe justices, the good and queer corporations.

And this judgment is to be executed upon him except some honest person worth five pounds in the queen's books in goods, or twenty shillings in land, or some rich householder to be allowed by the justices, will be bound in recognisance to retain him in his service for one whole year.
