This party, nevertheless, is likely to maintain and hold the intellectual leadership of the nation. Czecho-Slovakia is not a peasant State like Bulgaria and Jugo-Slavia, but ex-Austrian bourgeois, with a large proportion of educated people. It is a thick-set, burly, rather obstinate people, with imperturbable eyes.

In their place emerged Jugo-Slavia the kingdom of the Serbs, Croats, and Slovenes implied by the South Slav Parliamentary Club in Austria in their Declaration of May 30, 1917, and formulated by the Pact of Corfu of July 7, 1917, which Pasié, premier of Serbia, and Trumbié, the head of the London Jugo-Slav Committee, drew up. The evolution had been completed.

One has to show a difference between Serbia and Jugo-Slavia, or the Kingdom of Serbs, Hrvats, and Slovenes, "S.H.S." as it is commonly called. The new country is three times as large as the old one, and the two new parts of Croatia and Slovenia are well-built, fruitful, prosperous, with all the glamour of Austrian civilization resting on them.

Meanwhile Central Europe rumbled, as usual, indeed as always, with disputes that might at any moment become blows. Affairs in Jugo-Slavia, in Hungary, in Greece, in Albania, in Czecho-Slovakia, in Poland, and in Russia, were not quiet. Greece and Turkey were hideously at war. Nor were the South and Central American republics free from unrest.

But one thing was settled by the occupation in 1879 and the annexation in 1908. Neither Greater Croatia nor Greater Serbia were any longer truly possible as a final solution, only a Jugo-Slavia.

The Treaty of Trianon reduced her territory to 91,114 kilometres that is, 32.3 per cent. and the population to 7,481,954, or 41 per cent. It was not sufficient to cut off from Hungary the populations which were not ethnically Magyar. Without any reason 1,084,447 Magyars have been handed over to Czeko-Slovakia, 457,597 to Jugo-Slavia, 1,704,851 to Rumania.

I met an Englishman, ex-officer, in this get-up in the Serbian Constituent Assembly. He could beard whom he liked in Jugo-Slavia clad in an old uniform with ribbons. I heard of another in Austria who was arrested at the chief station in Vienna, having four millions of Austrian crowns on his person.

This is dangerous, for in time the peasant can then push his obstruction also over the precipice. "If only we were as strong spiritually as we are militarily and economically I should feel happy about Serbia," says Bishop Nicholas on his return from America. But Jugo-Slavia one must think of the whole new State is not strong in any way yet.

As a matter of fact the treaties have taken the greatest possible number of Germans from Austria and of Magyars from Hungary in order to hand them over to Poland, to Czeko-Slovakia, to Rumania and to Jugo-Slavia, namely to populations for the most part inferior to the Germans. Evacuation of Rumania, Serbia and Montenegro.

Austria-Hungary had in 1913 a total of 34,000 officers and 390,249 men; the States which have arisen from her ruins have a good many more. Whilst German-Austria has, as a matter of fact, only 21,700 men and Hungary has only 35,000, Czeko-Slovakia has 150,000 men, of which 10,000 are officers; Jugo-Slavia has about 120,000, of which 8,000 to 10,000 are officers.
