History shows that they can never have the political importance of objects which are organically part of the European system, and it shows further that they can be isolated by naval action sufficiently to set up the conditions of true limited war. Jomini approaches the point, but without clearly detaching it.

Agassiz differed as much from an animal-loving collector like Frank Buckland, whose father was one of his stanchest friends and co-workers, as Jomini differed from a fighting general like Ney, to whom he suggested the movements that resulted in the French victory at Bautzen.

Jomini doubtless may be considered somewhat too absolute and pedantic in his insistence upon definite formulation of principles; but in these words is nevertheless to be recognized the fundamental difference between these two great warriors, a difference by which the seaman was heavily handicapped in the opening of his career.

Thanks to protection of this kind, Jomini advanced rapidly to the rank of colonel and brigadier-general, and at the resumption of hostilities in 1813 was chief-of-staff to Marshal Ney. Seduced, however, by the extravagant promises made by the Russians, he deserted, in possession of much information about Napoleon's plans of campaign.

The last-named, as we have seen, came over on the inducement of Bernadotte, and was received with great honour by the allied sovereigns. Jomini also was welcomed for his knowledge of the art of war.

Jomini insists on the effect of shock. The trot permits that compactness which the gallop breaks up. That may be true. But the effect is moral above all. A troop at the gallop sees a massed squadron coming towards it at a trot. It is surprised at first at such coolness.

Disappointed in this last hope of glory, Napoleon then decided for Borizof. He ordered General Eblé to proceed with eight companies of sappers and pontonniers to secure the passage of the Berezina, and General Jomini to act as his guide. But he said at the same time, "that it was cruel to retreat without fighting, to have the appearance of flight.

"Why, I've read somewhere how, when the war between Napoleon the First and the Prussians broke out, in 1806, Jomini predicted that the decisive battle of the campaign would be fought near Jena; and near Jena it was fought. Are not YOU better than many Jominis?" Hilda tickled the baby's cheek. "Smile, then, baby, smile!" she said, pouncing one soft finger on a gathering dimple.

The Duke of Vicenza added, that when the Emperor Alexander presented General Jomini to Moreau the latter saluted him coolly, and Jomini replied only by a slight inclination of his head, and retired without uttering a word, and the remainder of the evening remained in gloomy silence in a corner of the saloon opposite to that occupied by General Moreau.
