Peace can be contributed to by respect for our ability in defense. Peace can be promoted by the limitation of arms and by the creation of the instrumentalities for peaceful settlement of controversies. But it will become a reality only through self-restraint and active effort in friendliness and helpfulness.

You of course are aware that all these things together present a vast field, for which every moment of my time would scarcely suffice. Often am I asked, what are the instrumentalities for this my activity? But this question cannot be answered publicly, as I am quite unwilling to let the enemy learn my secrets.

Even if we could know in detail the successive steps that led to the establishment of this intercourse, which so quickly became "both semi-official and confidential," it could add nothing to the force of the principal fact that the conspiracy was in its earliest stages efficient in perverting the resources and instrumentalities of the Government of the United States to its destruction.

"It is of little matter what your theories are or what mine are; God, in His providence, is moving His church onward and moving it upward at the same time, adjusting it to new situations, fitting it to new conditions and to advancing civilization, requiring us to use the new instrumentalities he has placed in our hands for the purpose of saving the greatest number of human souls."

It should, therefore, ascertain and maintain the line, the equilibrium, between necessary freedom and necessary restraint. It is only by such action of society that justice can be established and the welfare of the race be advanced. This brings us to the question of how and by what instrumentalities society can best perform this momentous task, the securing of justice.

Having thus established the doctrine of unalienable rights, based on a universal common law of nature and of nations, which all men, all bodies corporate, all communities, all governments, all states and all nations were bound to enforce, the Declaration proceeds to a consideration of the forms, methods and instrumentalities by which these unalienable rights are to be secured.

But what did those care who had had the benefit of their votes? Such agencies, if it be not more proper to call them such instrumentalities, retain respect no longer than they continue to be useful. Sir, we take New Mexico and California; who is weak enough to suppose that there is an end?

It is therefore a reproach to the Government that in the most populous of the Territories the constitutional guaranty is not enjoyed by the people and the authority of Congress is set at naught. The Mormon Church not only offends the moral sense of manhood by sanctioning polygamy, but prevents the administration of justice through ordinary instrumentalities of law.

A particular kind of service, all kinds; and a law requiring an abundant provision for the wants of an animal ministering to man in a certain way, a general principle of treatment covering all times, modes, and instrumentalities of service.

The leaders of the minority in the present Congress have unquestionably been pro-war, but they have been anti-Administration. At almost every turn, since we entered the war, they have sought to take the choice of policy and the conduct of the war out of my hands and put it under the control of instrumentalities of their own choosing.
