Calhoun declared that the Constitution was over the territory and by that fact carried slavery into it; no imperialism in America. To this Webster rejoined that the territory was the property of the United States and not a part of it. Hence the Constitution was not over it and slavery could be kept out of it. This was implied powers in favor of liberty.

In our blood is all the crude materialism of a triumphant Germany without her discipline and her organization. We, too, are ready to enter the fierce war of commercial rivalry with England and Germany. We, too, believe in the good of economic expansion, though dubious about our own imperialism.

Thus I have always felt that brutal Imperialism and Tolstoian non-resistance were not only not opposite, but were the same thing. They are the same contemptible thought that conquest cannot be resisted, looked at from the two standpoints of the conqueror and the conquered. Thus again teetotalism and the really degraded gin-selling and dram-drinking have exactly the same moral philosophy.

Let us not be blinded by the passions of war into confusing a people with its government and the artificial Kultur of a brief century. There is a Germany, great and civilised, a decent and admirable people, masked by Imperialism, blinded by the vanity of the easy victories of half a century ago, wrapped in illusion. How far will she be chastened and disillusioned by the end of this war?
