Their immigration into the areas of the Shan States of Burma and into Thailand took place only in quite recent historical periods, probably not much earlier than A.D. 1000.

From city to city, from town to town, from province to province, from colony to colony, emigration and immigration, change and interchange of vast masses of the population are incessant.

Immediately, the system gave a great stimulus to immigration, for it made it easy for any incoming settler to get title to his farm, and it also strongly attracted all land speculators.

While Japan has not the immense population of China and while the Japanese are perhaps a more adaptable people than the Chinese, still it would seem that in the main the people of the Pacific Coast are justified in their fears of the results of a large Japanese immigration.

While Brazil has received between 1855 and 1904 a total of 2,096,000 immigrants, the present number of immigrants into Brazil seems to be comparatively small, for in 1904 it was only 12,400. Argentina, next to the United States, receives the most considerable immigration from Europe. From 1857 to 1906 Argentina received 3,639,000 immigrants.

The old plea that we must have an army of celibate women because in civilized countries there is a preponderance of females does not hold at present in the United States. The census of 1910 shows an excess of 2,691,678 males in this country. Nor is this entirely due to immigration.

The real danger lay in the fecundity of her loins, and it was in 1970 that the first cry of alarm was raised. For some time all territories adjacent to China had been grumbling at Chinese immigration; but now it suddenly came home to the world that China's population was 500,000,000. She had increased by a hundred millions since her awakening.

This immigration of foreign-born blacks into the cities of the North and West was concurrent with a sizeable movement of American blacks from the rural South into these same cities. Actually, this internal migration was not new. As soon as the Northern states had begun to abolish slavery, runaways from the slave states in the South began to trickle into the North.

This pressure upon a high-spirited people resulted inevitably in an exodus to the New World. The streams of immigration steadily flowed up the Delaware Valley; and by 1720 the Scotch-Irish began to arrive in Bucks County.

If it be objected that the Government agents would not always select well, the answer is that they would certainly select better than do the agents and brokers of foreign steamship companies, the people who now do whatever selection is done. The questions arising in connection with Chinese immigration stand by themselves.
