Parnell and his eighty-five have not met the Conservative leader and his following in the Commons with the gravity of platonic disputants. But they have a logical position, equivalent to the best of arguments. They are representatives, they would say, of a country admittedly ill-governed by us; and they have accepted the Bill of the defeated Minister as final.

A city full of brawls and bloodshed is set in opposition to one where the dance and viol do not cease. Merchants are plundered as they issue from the gates on one side; on the other, trains of sumpter mules are securely winding along mountain paths. Tyranny, with all the vices for his council and with Terror for prime minister, presides over the ill-governed town.

And Egypt, "the mother of wonders;" the parent of so much civilization and philosophy both Greek and Roman; the half-way resting-place through which not merely the merchandise, but the wisdom of the East had for centuries passed into the Roman Empire; a land more ill-governed, too, and more miserable, in spite of its fertility, because more defenceless and effeminate, than most other Roman possessions was the country in which naturally, and as it were of hereditary right, such a movement would first appear.

She was beloved by a gentleman of inferior fortune, and her father, as I have heard, bestowing her on a nobleman, whom she disliked, an ill-governed passion proved her destruction.

From the condition of flourishing self-ruled little republics, which they had, for a moment, almost attained, they became departments of an ill-assorted, ill-conditioned, ill-governed realm, which was neither commonwealth nor empire, neither kingdom nor duchy; and which had no homogeneousness of population, no affection between ruler and people, small sympathies of lineage or of language.

The latter character, that of a man who hides and hoards his wealth, was, perhaps, more common in the days when this collection of Proverbs was put together, because in all ill-governed countries, to show wealth is a short way to get rid of it. But they have their modern representatives.

Nor can we reasonably pronounce that city ill-governed wherein we find so many instances of virtue; for virtuous actions have their origin in right training, right training in wise laws, and wise laws in these very tumults which many would thoughtlessly condemn.

And now the reader, if such there be, who believes in the absolute independence and self-determination of the will, and the consequent total responsibility of every human being for every irregular nervous action and ill-governed muscular contraction, may as well lay down this narrative, or he may lose all faith in poor Myrtle Hazard, and all patience with the writer who tells her story.
