I alluded just now to the fact that German intrigue was working in Bogota, and influenced the Colombian blackmailers in refusing to sign the Hay Herran Canal Treaty with the United States, and peered about in the hope of snapping up the Canal rights for Germany.

It meant nothing to them that Herran, the official envoy, had drawn up and signed a treaty under instructions from Marroquin, the President of Colombia, and its virtual dictator, who, having approved of the orders under which Herran acted, could easily have required the Colombian Parliament to ratify the treaty.

But on a sudden the water in the cart gushed over the sides from the vent in the top with a smart sound of splashing. Hooven was forced to turn his attention to it. Presley got his wheel under way. Herran, the Colombian chargé d'affaires, signed, January 22, 1903, a canal convention, by the terms of which the United States agreed to pay Colombia $10,000,000 in cash and an annuity of $250,000 for the lease of a strip of land six miles wide across the isthmus.

Hay took up the negotiations with the Colombian charge d'affaires, Dr. Herran, and arranged a treaty, which gave the United States a strip of land six miles wide across the isthmus, on a ninety-nine year lease, for which it should pay ten million dollars and, after a period of nine years for construction, a quarter of a million a year.
