Pak Che-sun shrank away under the storm of execration that greeted him. On December 6th, as he was entering the palace, one of the soldiers lifted his rifle and tried to shoot him, Pak Che-sun turned back, and hurried to the Japanese Legation. There he forced his way into the presence of Mr. Hayashi, and drew a knife. "It is you who have brought me to this," he cried.

In the treaty pavilion there ensued an interesting discussion between Commodore Perry and Professor Hayashi upon this very subject.

Another step taken by the shogun was to obtain from the Court in Kyoto the rank of junior fifth class for Hayashi Nobuatsu, the great Confucian scholar, who was also nominated minister of Education and chief instructor at Kongo College. Up to that time it had been the habit of Confucianists and of medical men to shave their heads and use titles corresponding to those of Buddhist priests.

She had meant to send for him in the morning, but Billy, artlessly appearing when the waffles came on at breakfast, remarked that Dad was gone to San Francisco. "To the city, Billy?" Sidney asked. "Didn't he say why?" "He didn't even say goodbye," Billy replied cheerfully. "He just left a note for Hayashi. It said he didn't know how long he would be gone."

Hayashi, who was then probably the leading Confucianist in Japan, warmly defended his countrymen and superiors against the charge of intentional cruelty, and denounced the lawless character of many of the foreign sailors.

Here it is necessary to remark that not only did Japan in her negotiations over the Twenty-one Demands force China to hand over the twelve million pounds of German improvements in Shantung province, but that Baron Hayashi, the present Japanese Minister to China, "has recently declared that Japan would demand from China a vast settlement or concession at Tsingtao, thus making even the alleged handing-back of the leased territory which Japan is pledged to force from Germany at the Peace Conference wholly illusory, the formula of a Settlement being adopted because twelve years' experience of Port Arthur has shown that territorial "leases," with their military garrisons and administrative offices, are expensive and antiquated things, and that it is easier to push infiltration by means of a multitude of Settlements in which police-boxes and policemen form an important element, than to cut off slices of territory under a nomenclature which is a clamant advertisement of disruptive aims.

In these circumstances neither Confucianists nor physicians could be treated as samurai, and they were thus excluded from all State honours. The distinction conferred upon Hayashi Nobuatsu by the Imperial Court effectually changed these conditions. The Confucianists ceased to shave their heads and became eligible for official posts.

The Ministers had sworn to one another beforehand that they would not yield. In spite of threats, cajoleries, and proffered bribes, they remained steadfast The arguments used by Marquis Ito and Mr. Hayashi, apart from personal ones, were twofold. The first was that it was essential for the peace of the Far East that Japan and Korea should be united. The second appealed to racial ambition.

To these he caused to be distributed presents of money or pensions, and he directed the littérateurs of the Hayashi family to write the biographies of the recipients of such rewards. In fact, the early years of the shogun's administration constitute one of the brightest periods in the history of the Tokugawa Bakufu.

By a lucky chance it happens that Viscount Hayashi the Japanese Minister to Great Britain, you know with whom I have been brought into very close touch of late, is dining here, en famille, to-morrow night, in order to have the opportunity to discuss certain rather delicate matters in private with me; and when we have finished talking business together which will probably not occupy us more than an hour I will put your case to him, giving him all the details of it for we must be perfectly honest with him, you know and ask him whether, under the circumstances, there is any likelihood of your being able to obtain employment in the Japanese Navy.
