This business being soon done, we may think of Charleston, at least of the harbor or of Savannah.

On the morning of the tenth the squadron from Newport under Barras arrived and increased Grasse's ships to thirty-six. Against such odds Graves could do nothing. He lingered near the mouth of the Chesapeake for a few days still and then sailed away to New York to refit.

The ships-of-war with him raised De Grasse's fleet to thirty-three effective sail-of-the-line and two fifty-gun ships. The object of the united efforts of France and Spain this year was the conquest of Jamaica.

The man who as a junior formed the idea of seizing De Grasse's anchorage in the Chesapeake in 1781, to effect the relief of Cornwallis, and who in 1782, when momentarily in chief command, illustrated the idea by actual performance under similar conditions in the West Indies, rose to heights of conception and of achievement for which we have no equivalent in Rodney's career.

During this short but tremendous conflict in that part of the field of battle, nothing whatever could be seen of them for upwards of twenty minutes, save de Grasse's white flag at the main-topgallant masthead of the Ville de Paris, gracefully floating above the immense volumes of smoke that enveloped them, or the pennants of those ships which were occasionally perceptible, when an increase of breeze would waft away the smoke."

In de Grasse's mind there were two things to accomplish: first, to hold the bay, and secondly, to keep the British occupied far enough at sea to allow the Newport squadron to slip in. Of course he could have made sure of both objects and a great deal more by defeating the British fleet in a decisive action, but that was not the French naval doctrine.

An isolated group of six ships in the center, including de Grasse's Ville de Paris, offered a target for attack, but the wind was light and Rodney indolent in pursuit. Of these, one small vessel was overhauled and the French flagship was taken after a heroic defense, that lasted until sunset, against overwhelming odds.

Rodney, learning of De Grasse's departure, sent fourteen ships-of-the-line under Admiral Hood to North America, and himself sailed for England in August, on account of ill health. Hood, going by the direct route, reached the Chesapeake three days before De Grasse, looked into the bay, and finding it empty went on to New York.

It may safely be said that the principle which led to D'Estaing's action was not, to say the least, unqualifiedly correct; for it led him wrong. In the case of Yorktown, the principle as stated by Ramatuelle is not the justifying reason of De Grasse's conduct, though it likely enough was the real reason.

These are twenty-three miles apart; but the channel is narrowed to thirteen by three islets called the Saints, lying ten miles south of Guadeloupe. It is said to have been De Grasse's intention, instead of sailing direct for Cap Français, to take a circuitous course near the islands, which, being friendly or neutral, would give refuge to the convoy if pressed.
