Shortly before the dissolution of Parliament, consequent upon the death of the King, in January 1820, Lord John obtained leave to bring in a bill for suspending the issue of writs to the corrupt boroughs of Penryn, Camelford, Grampound, and Barnstaple.
Even Castlereagh complimented him on the manner in which he had introduced the question, and undertook that, if Lord John would withdraw the resolutions and bring in a bill to disfranchise Grampound, he would not oppose the proposition, and to this arrangement Lord John consented.
He has been intruded to displace some earlier and less widely known possessor. It was impossible to avoid foreseeing that the Parliamentary Reform inaugurated by the disfranchisement of Grampound would soon be carried farther, or that the emancipation, as it was termed, of all Christian sects was at least equally certain not to be long delayed.
Grampound was so punished in the time of Lord Liverpool, and its members were transferred to Yorkshire, so as to give that largest of the counties four representatives; and it may be remarked that this arrangement caused the Prime-minister to suggest an improvement in the details of an election which was afterward universally adopted when, in reply to a remark on the great inconvenience that was found to exist in taking the poll at once in so large a county as Yorkshire, he hinted at the possibility of obviating that difficulty by allowing polls to be taken in different parts of the county.
The movement left its first trace on the statute-book in a measure carried by Lord John Russell in the session of 1821 for the disfranchisement of Grampound, though the vacant seats were transferred to the county of York, instead of to the "village" of Leeds or some other of the great unrepresented cities.
To the north, stretching away beyond the little church of St. Giles, lay the fields of the royal manor of Beaumont.
