The architect, a certain Baron Cordon, who had been bred a military engineer, happened to be there at the time, and obligingly explained the details. At every step I see the immense advantages which this country derives from its vicinity to Austria in a material point of view; and yet the Austrian and Servian governments seem perpetually involved in the most inexplicable squabbles.
The consequence is that, from one end of the civilized world to the other, resounds the cry, 'What shall we do with our boys? And, lastly, it scarcely requires pointing out that the enormous sums of money spent by Governments, by municipalities, and by private persons upon education, in order to produce this lamentable state of affairs, is so much waste and extravagance.

On the 24th, the French minister demanded its repeal within twenty-four hours. Finally we cannot, of course, have too much virtue, and naturally here governments will fall not by exaggerating but by abandoning their guiding principle. Yet is it not sometimes true that by demanding from citizens too great a devotion to their country, we end by exhausting human powers of endurance and sacrifice?
We have also recognized the need to simplify the system of grants to State and local governments. I have again proposed several grant consolidations in the 1982 budget, including a new proposal that would consolidate several highway programs. The pressures for growth in Federal use of national resources are great. My Administration has initiated many new approaches to cope with these pressures.

That the poor have never combined to plunder the rich in the governments of the old world, no more proves that they might not combine to plunder the rich under a system of universal suffrage, than the fact that the English kings of the House of Brunswick have not been Neros and Domitians proves that sovereigns may safely be intrusted with absolute power.
