This means, of course, that the temper and outlook of mind will be increasingly urban, that social institutions generally will have the characteristics of the city, that the National Government will be controlled by that part of the American citizens that so far has been least successful in governing itself well.

Willem Usselincx had all this time continued his agitation for the erection of a West India Company; and at last, with the renewal of the war with Spain in 1621, his efforts were rewarded. The governing body consisted of nineteen representatives, the Nineteen. The States-General contributed to the capital 1,000,000 fl., on half of which only they were to receive dividends.

A man like Cato, who had sense and honesty enough to look after his own business, elaborated a machine-like system for governing his household, the aim of which was the maximum of profit with the minimum amount of humanity which is consistent with the attainment of such an end. The element of humanity is, however, accidental. There is no conscious appeal to such a feeling.

Therefore, inasmuch as the aim of all voice building is to produce beautiful tone we must start with the right idea of tone. This is where the first and greatest difficulty appears. To most people a tone is intangible and difficult to define.

And because they were checked, many groups in many parts of the country still have less purchasing power and a lower standard of living than the nation as a whole can permanently allow. Americans realize these facts. That is why they ask government not to stop governing simply because prosperity has come back a long way. They do not look on government as an interloper in their affairs.
