Lacking the stimulus of direct representation in the governing body, the alumni of the state universities have directed their efforts toward strengthening the general alumni organization as the best available means of expressing the sentiment of an increasingly important portion of the university body.

Never was a king more absolute than he was. He said that he had preferred governing under the name of protector rather than under that of king, because the English knew the point to which a King of England's prerogative extended, and did not know to what point a protector's might go. That was to understand men, who are governed by opinion, and whose opinion depends on a name.

There are various devices for introducing "stages" in the electoral process; the constituency elects electors, who elect the rulers and officers, for example, and there is also that futile attempt to bring in the non-political specialist, the method of electing governing bodies with power to "co-opt." Of course they "co-opt" their fellow politicians, rejected candidates, and so on.

At the beginning of every year, and also whenever any special occasion seemed to require it, I summoned the whole body of students and addressed them at length on the condition of the university, on their relations to it, and on their duties to it as well as to themselves; and in all these addresses endeavored to bring home to them the idea that under our system of giving to the graduates votes in the election of trustees, and to representative alumni seats in the governing board, the whole student body had become, in a new sense, part of the institution, and were to be held, to a certain extent, responsible for it.

'Genuine fortitude, he would assert, 'consisted in governing our own emotions, and making allowance for the weaknesses in our friends, that we would not tolerate in ourselves. But where is my fond regret leading me! "'Women must be submissive, said my landlady. 'Indeed what could most women do? Who had they to maintain them, but their husbands?

But as the divine Plato says, it is the province of our soul to collect things into one by a reasoning process, and to possess a reminiscence of those transcendent spectacles, which we once beheld when governing the universe in conjunction with divinity. Boethus, the peripatetic too, with whom it is proper to join Cornutus; thought that ideas are the same with universals in sensible natures.

But to handle either judiciously, ah, that is another affair! So of governing; it is as easy to govern a regiment as a school or a factory, and needs like qualities, system, promptness, patience, tact; moreover, in a regiment one has the aid of the admirable machinery of the army, so that I see very ordinary men who succeed very tolerably.

Such, henceforth, is the only machinery they posses for governing the country, for they have deprived themselves of all other. Their engine has to be exhibited, for it works only on condition that its bloody image be stamped indelibly on every body's imagination; if the Negro monarch or the pasha desires to see heads bowing as he passes along, he must be escorted by executioners.

To the Scottish Commissioners hints were conveyed, as politely as possible, that Parliament would prefer having less of their valuable assistance in the governing of England. With the Westminster Assembly and the London Divines there was less ceremony.

As we said above, the modern world has become convinced by bitter experience of the impracticability of mere selfishness as the governing factor in distribution; and the economic thought of the time is concentrated upon devising some new system of society which shall be ruled by justice.
