Not only is a new sphere Fuhkien province indicated; not only is the mid-Yangtsze, from the vicinity of Kiukiang, to serve as the terminus for a system of Japanese railways, radiating from the great river to the coasts of South China; but the gleaming knife of the Japanese surgeon is to aid the Japanese teacher in the great work of propaganda; the Japanese monk and the Japanese policeman are to be dispersed like skirmishers throughout the land; Japanese arsenals are to supply all the necessary arms, or failing that a special Japanese arsenal is to be established; Japanese advisers are to give the necessary advice in finance, in politics, in every department foreshadowing a complete and all embracing political control.
There was one distinct persecution on a large scale in the province of Fuhkien, where several Spanish missionaries were tortured, their chief native supporters strangled, and Keen Lung himself sent the order to execute the missionaries in retaliation for the massacre of Chinese subjects by the Spaniards in the Philippines.
The Dutch sent an embassy to Pekin in 1795, but it was treated with such contumely that it does not reflect much credit on those who sent it. The Spaniards never held any relations with the central government, all their business being conducted with the Viceroy of Fuhkien; and the successive massacres of Manila completely excluded them from any good understanding with the Pekin government.

He was not twenty when the three feudatory princes broke into open rebellion. Of these, Wu San-kuei, the virtual founder of the dynasty, who had been appointed in 1659, was the chief; and it was at his instigation that his colleagues who ruled in Kuangtung and Fuhkien determined to throw off their allegiance and set up independent sovereignties.
Already in Shantung the same policy is being pursued and there are indications that it is being thought of in Fuhkien; whilst the infantry garrison which was quietly installed at Hankow 600 miles up the Yangtsze river at the time of the Revolution of 1911 is apparently to be made permanent.
It was arranged that an army of 100,000 Chinese and Mongols should embark at a port in Fuhkien opposite the island of Formosa, and should ultimately form a junction in Tsushima Strait with an armada of 1000 Korean ships, carrying, in addition to their crews, a force of 50,000 Mongols and 20,000 Koreans.
Under the Manchus they had seen the loss of Korea, the Liaotung, Formosa, and, in a sense, of Manchuria itself; they were apprehensive of German designs in Shantung, of Japanese in Fuhkien. The feeling that the country was in danger helped both sides to be of one mind.
