It is this unholy alliance between Expertise and Officialdom that squanders twenty thousand on an unimpeachable Frans Hals, and forty thousand on a Mabuse for which no minor artist will wish to take credit. For the money a judicious purchaser could have made one of the finest collections in England. The unholy alliance has no use for contemporary art.

Nearly a thousand pictures bear the name of Rubens. "The artistic labor of Frans Hals of Haarlem extended over half a century. He possessed the utmost vivacity of conception, purity of color, and breadth of execution, as shown in his latest works, and so well did he handle his brush that drawing seems almost lost in a maze of color tone.

And yet, as we have seen, models of noble and gracious beauty were not wanting among them. There are three fine paintings by Frans van Mieris the elder, the first disciple of Dou, and as finished and minute a painter as his master.

Liebermann is never sentimental, though pity for the suffering of life is easily detected in his canvases, particularly in his Old Men's Home, The Orphans, The Widower, and a dozen masterpieces of the sort. In Frans Hals Liebermann found a congenial spirit and made many copies of his pictures to train his hand and eye. His portraits reveal the broad brush work of Hals.

My second meeting I held at Drupfontein, in the district of Bethlehem, on the 24th of April, with the burghers under the command of Commandants Frans Jacobsz, Mears, and Bruwer. Mr. J.H. Naude was made chairman, and Landdrost J.H.B. Wessels secretary. ADRIAN BROUWER, now generally classed under the Flemish School, was born at Oudenarde in 1606. But he went early to Haarlem, and it was not until about 1630 that he settled at Antwerp, where he died in 1641. He was a pupil of Frans Hals, and acquired from him not only his spirited and free touch, but also a similar mode of life.

Let him who thinks that fine public picture galleries are confined to Europe go to the Metropolitan Museum of Art, with its treasures by Rembrandt and Rubens, Holbein and Van Dyck, Frans Hals and Teniers, Reynolds and Hogarth, Meissonier and Detaille, Rosa Bonheur and Troyon, Corot and Breton.

Perhaps even you should know him in his overalled, stubble-bearded days, with the rich black loam of the Mississippi bottom-lands clinging to his boots. At twenty-five, given a tasselled cap, doublet and hose, and a long, slim pipe, Ben Westerveld would have been the prototype of one of those rollicking, lusty young mynheers that laugh out at you from a Frans Hals canvas.

West of the Royal Palace is the picture gallery owned by the state, and by judicious and repeated purchases, the collection of pictures is considered superior to that of the famous gallery in Antwerp. In this gallery the two young artists spent several pleasant half-days comparing the early Flemish and Dutch schools. Especially did they study portrait work by Rubens, Frans Hals, and Van der Helst.
