The symbol of German bourgeois democracy is the tavern; thence enlightenment is spread and there judgments are formed; it is the meeting place of political associations, the forum of their orators, the polling-booth for elections. But the sign that this far-reaching socialization has been actually carried out is the cessation of all income without work.

Silius immediately resumed his ordinary dress, and went forth into the city, where, under an assumed appearance of indifference and unconcern, he walked about in the forum, as if nothing unusual had occurred. Messalina herself fled to the house of a friend, named Lucullus, and, passing immediately through the house, sought a hiding-place in the gardens.

But it is much fitter for the parade than the field; and being, therefore, consigned to the Palaestra, and the schools, has been long banished from the Forum. As Eloquence, however, after she had been fed and nourished with this, acquires a fresher complexion, and a firmer constitution; it would not be amiss, I thought, to trace our Orator from his very cradle.

A dramatized version of his Mirèio was played in the old Roman amphitheatre, and a striking statue of him was unveiled in the antique public square, the Place du Forum, with the shade of Constantine looking on, one might feel, from his mouldering palace hard by.

Pompey, when he was married, at once filled the forum with soldiers, and gave the people his help in passing the new laws, and secured Caesar the government of all Gaul, both on this and the other side of the Alps, together with Illyricum, and the command of four legions for five years.

In groups of twos and threes they went, their sandalled feet making a soft rustling noise against the flagstones of the Forum, and their cloaks of thin woollen stuff floating out behind them as they walked. The young patricians were the first to go. The scene had ceased to be amusing and Dea Flavia was not like to bestow another smile.

General Daendels, another Batavian revolutionist of some notoriety, from an attorney became a lieutenant-colonel, and served as a spy under Dumouriez in the winter of 1792 and in the spring of 1793. Under Pichegru he was made a general, and exhibited those talents in the field which are said to have before been displayed in the forum.

Behind the bier came the mourners, all dressed in black and without ornament, the sons of the deceased with their heads veiled, the daughters without veil, the relatives and clansmen, the friends, the clients and freedmen. Thus the procession passed on to the Forum.

Their only sorrow was the shortness of the time. They said indeed that the electric trams and the '70 buildings, and that criminal advertisement that glares upon the Forum, outraged their aesthetic feelings unspeakably; but that was only part of the fun.

Upon this, peace was concluded. Works of peace were then commenced with even greater spirit than the efforts with which he had conducted his wars, so that the people enjoyed no more repose at home than it had already enjoyed abroad; for he set about surrounding the city with a stone wall, on the side where he had not yet fortified it, the beginning of which work had been interrupted by the Sabine war; and the lower parts of the city round the forum, and the other valleys lying between the hills, because they could not easily carry off the water from the flat grounds, he drained by means of sewers conducted down a slope into the Tiber.
