Every now and again clocks strike the quarters, and in many common-rooms heads are nodding over ancient Port and argument of the gentlest kind is being tossed to and fro. But, nevertheless, we remember other Fifths of November.

Bonaparte, at least, gave the letters a perusal, three weeks after they reached him, indeed; but those three weeks saved him and his secretary, Bourrienne, much time and labor, for, when they finally went to work on them, time and circumstances had already disposed of four fifths of them, and thus only one fifth required answers a result that made Bonaparte laugh heartily, and filled him with justifiable pride in what he termed his "happy idea."

In the apportionment, or representation clause, the redemptioner and the apprentice counts each as a man, whereas five slaves are enumerated as only three free men. The free black is counted as a man, in all particulars, and is represented as such, but his fellow in slavery has only three fifths of his political value.

What clue have we toward a better mode of determining the value which ought to be attributed to each of the numerous electives, when the young men cannot present all the permitted subjects, and hardly three fifths of them, indeed, if the range is adequately widened?

Though we abhor the entire system of Cuban labor, yet it cannot be denied that the slaves, so far as material comfort goes, are better lodged, fed, and cared for than four fifths of the population of Ireland and India, and, furthermore, this comparison will hold good as regards a large portion of continental Europe.

I flatter myself that this arrangement will very soon absorb the whole of these certificates, and thus rid us of our domestic debt, which is four fifths of our whole debt. Our foreign debt will be then a bagatelle. I think it probable that Vermont will be made independent, as I am told the State of New York is likely to agree to it.

It contains a remarkable passage of consecutive fifths that set the theorists by the ears. Riemann manages to get some new editorial comment upon it. The nimble study, No. 9, which bears the title of "The Butterfly," is in G flat Von Bulow transposes it enharmonically to F sharp, avoiding numerous double flats. The change is not laudable.

An act of Congress of March 2nd, 1821, came to their relief, and has been succeeded by others, the latest being the act of May 4th, 1826, the indulgent provisions of which expired on July 4th, 1827. The effect of these laws has been to reduce the debt from the purchasers to a remaining balance of about $4,300,000 due, more than three fifths of which are for lands within the State of Alabama.

Why is it that, so far as the United States are concerned, four fifths of all the improvements, inventions, and discoveries in regard to machinery, to agricultural implements, to superior models in ship-building, and to the manufacture of those refined instruments on which accuracy in scientific observations depends, have originated in New England?

Finally they found a decent, though small room, with rather a narrow bed, which could be had for three fifths of that sum, and they engaged it. "We will have to go back to the mines soon," said Tom. "San Francisco is too expensive for us to live in." "You can afford it better than I, Tom," said his friend. "Why?" "Because you have a business that brings you in an income."
