Men of practical common-sense affirm that no one has a right to power of any kind, unless he can be trusted to forbear employing it to the injury of his fellow-creatures or of himself. And the only safeguard and security for the proper exercise of political power is sound and enlightened education.

All that can be said is, supposing what, as the world goes, is so much to be supposed that it is scarce to be mentioned, that persons do not neglect what they really owe to themselves; the more of their care and thought and of their fortune they employ in doing good to their fellow-creatures the nearer they come up to the law of perfection, Thou shalt love thy neighbour as thyself.

I own I am glad that the capital strangler should, in his turn, be STRANGLE-ABLE, and now and then strangled; for I know of no brute so fierce, nor no criminal so guilty, as the creature called a Sovereign, whether King, Sultan, or Sophy, who thinks himself, either by divine or human right, vested with an absolute power of destroying his fellow-creatures; or who, without inquiring into his right, lawlessly exerts that power.

The feelings and faculties of the mind, which had formerly full play in their intercourse with their fellow-creatures, have no longer scope for sufficient exercise, and the almost inevitable result is irritability and weakness in the corresponding parts of the brain.

Cyrus Harding and his companions rose at the end of this account. It is impossible to say how much they were moved! What misery, grief, and despair lay revealed before them! "Ayrton," said Harding, rising, "you have been a great criminal, but Heaven must certainly think that you have expiated your crimes! That has been proved by your having been brought again among your fellow-creatures.

Reclaimed Felons. The late Dr. Lettsom says, "I have been so happy as to reform two highwaymen who had robbed me; and from this I think that few of our fellow-creatures are so hardened, as to be impenetrable to repentance. One of these men has since been twice in the Gazette promotions, as a military officer. The other married, and became a respectable farmer in Surrey."

On the other hand, a man who, having been blessed by nature with a bland disposition, gradually brings himself to inflict misery on his fellow-creatures with indifference, with satisfaction, and at length with a hideous rapture, deserves to be regarded as a portent of wickedness; and such a man was Barere. The history of his downward progress is full of instruction.

This invaluable document, after setting forth the immense benefits to society arising from habits of providence and the introduction of insurance companies, proving the infamous rate of premiums exacted by the existent offices, and their inapplicability to the wants of the honest artisan, and declaring that nothing but the purest intentions of benefiting their fellow-creatures, and raising the moral tone of society, had led the directors to institute a new society, founded on the noblest principles and the most moderate calculations, proceeded to demonstrate that twenty-four and a half per cent was the smallest possible return the shareholders could anticipate.

The tyranny and invincible power of the royal architects add to the grandeur of the idea. One would not wish to have back the kings of Egypt." "Well, no; they would be neither useful nor beautiful." "Perhaps not; and I do not wish to be picturesque at the expense of my fellow-creatures." "I doubt, even, whether they would be picturesque." "You know what I mean, Mr. Ingram.

Carey, our minister, left Leicester to go on a mission to the East Indies, to take and propagate the Gospel among those idolatrous and superstitious heathens. This is inserted to show his love to his poor miserable fellow-creatures. In this we concurred with him, though it is at the expense of losing one whom we love as our own souls."
