While he executes the laws with an impartial hand, shrinks from no proper responsibility, and faithfully carries out in the executive department of the Government the principles and policy of those who have chosen him, he should not be unmindful that our fellow-citizens who have differed with him in opinion are entitled to the full and free exercise of their opinions and judgments, and that the rights of all are entitled to respect and regard.

Whatever you do, be sure not to nominate to-day a man who would, if elected, ally himself with the niggers. I don't pretend to hint that my young opponent, Tom Bannister, would favor nigger rule, but I do say do you hear me, fellow-citizens? I do say that every nigger in this county is a Bannister man! How do I know?? I will tell you.

It seemed that something serious must have happened, for Fido had never been left alone so long before. If he had known that the old man was conversing pleasantly with some fellow-citizens at the grocery store, and that the young one had his arm around a laughing girl in white, trying to teach her to walk, he would have been very indignant indeed.

War might come, indeed, but "sound principles would not justify our taxing the industry of our fellow-citizens to accumulate treasure for wars to happen we know not when, and which might not, perhaps, happen but from the temptations offered by that treasure." On all concrete matters the President's message cut close to the line which Gallatin had marked out.

Fellow-Citizens of the Senate and House of Representatives: The progress of our affairs since the last session has been such as may justly be claimed and expected under a Government deriving all its powers from an enlightened people, and under laws formed by their representatives, on great consideration, for the sole purpose of promoting the welfare and happiness of their constituents.

My Fellow-Citizens: WHEN we assembled here on the 4th of March, 1897, there was great anxiety with regard to our currency and credit. None exists now. Then our Treasury receipts were inadequate to meet the current obligations of the Government. Now they are sufficient for all public needs, and we have a surplus instead of a deficit.

It is a terrible question, fellow-citizens, and one that it is hard to deal with. Every man should do his duty and vote, and act as a citizen whenever called upon to do so, for the sake of his race in the future. We should not be weakly and easily driven from what has been gained for us.

Our position is almost unprecedented in the history of the country. Instead of acquiescing in the declared will of the people, our fellow-citizens, we are told that the people's wish is divided, and we are called upon to act spontaneously for the people, in accordance with the constitution of our country.

At the most they encouraged privateering; and with that view placed the war-vessels of the State at the disposal of captains who were ready to undertake a corsair warfare on their own account. In much later times this method has had many and respectable defenders. Mahan's works are, in a sense, a formal warning to his fellow-citizens not to adopt it.

'Let me make the observation, said another of our fellow-citizens, Bordereau the banker, 'that this would not be just. Without M. le Maire we should be a mob without a head. If a messenger is to be sent, let it be some one not so indispensable 'Why send a messenger? said another, Philip Leclerc.
