In this connection it will be remembered that this country has known no period of more intense and bitter party feeling than during the administration of the immediate successor of Washington, the period which witnessed the downfall of the Federal party, and the rise of the party of Jefferson.

Had McLaws been able to reach the East Wood he would have compelled the hostile batteries to retreat; the Federal infantry, already shattered and disorganised, could hardly have held on, and the line would have been broken through.

The slave power was in control of the Federal Government, and in order to maintain its authority, it needed new slave states to offset the free states that were being carved out of the Northwest.

With them the problem is different and the responsibility is different. This group was the victim of a nation-wide depression caused by conditions which were not local but national. The Federal Government is the only governmental agency with sufficient power and credit to meet this situation. We have assumed this task and we shall not shrink from it in the future.

Our line had just begun to open a pretty brisk fire on the Yankee cavalry, when they broke, running right through and over the lines of the regiment of infantry and brigade of cavalry in their rear, the men opening ranks to get out of the way of the hoofs of their horses. It was Stoneman's cavalry, upon its celebrated raid toward Macon and Andersonville to liberate the Federal prisoners.

They were already scarcely able to pay their town, county, and state taxes; was it to be supposed they could bear the additional burden with which federal taxation would load them? Then the compromise on the slave-trade was fiercely attacked. They did not wish to have a hand in licensing this nefarious traffic for twenty years.

These so called constitutions, besides being repugnant to the spirit and purpose of the Fifteenth Amendment are also violative of the acts of Congress restoring the rebellious states to the Union, which acts the Federal Supreme Court has on several occasions declared constitutional.

While Military Governor Andrew Johnson had been the earliest to begin the restoration of loyal Federal authority in the State of Tennessee, the course of campaign and battle in that State delayed its completion to a later period than in the others.

His doctrine on this point may be summed up in this wise: in the first place, the separation is unconstitutional, it should be, it will be combated, nothing on earth can bring the President to accede to the destruction of the Union; in the second place, he will not be the aggressor, he will endeavor to shun a war which exposes the South to fearful perils; in the third place, he will fulfill the duty of preserving federal property and collecting federal taxes in the South.

This would increase the patronage of the Executive to a dangerous extent and would foster a system of jobbing and corruption which no vigilance on the part of Federal officials could prevent.
