Any device like proportional representation and preferential voting which facilitates the political expression of group interests is worth having. The objection that popular government cannot be conducted without the two party system is, I believe, refuted by the experience of Europe.

But though the law cannot hinder people of the same trade from sometimes assembling together, it ought to do nothing to facilitate such assemblies, much less to render them necessary. A regulation which obliges all those of the same trade in a particular town to enter their names and places of abode in a public register, facilitates such assemblies.

His bayonet is longer than ours, and from the tip for a few inches is a saw edge. This facilitates entrance into the body, but on turning to take it out it tears and rends savagely. It is impossible to describe the work of every battalion in a battle. In a charge, a concerted charge, such as we went through on April twenty-third, there was not one battalion that did better than another.

Yoritomo continues, saying that there is a very close connection between the faculty of judging and that of deducing. In 1717, it amounted to £523,454:7:. A sinking fund, though instituted for the payment of old, facilitates very much the contracting of new debts.

The improved dexterity of a workman may be considered in the same light as a machine or instrument of trade which facilitates and abridges labour, and which, though it costs a certain expense, repays that expense with a profit.
