It is the interest of such a sovereign, therefore, to open the most extensive market for the produce of his country, to allow the most perfect freedom of commerce, in order to increase as much as possible the number and competition of buyers; and upon this account to abolish, not only all monopolies, but all restraints upon the transportation of the home produce from one part of the country to mother, upon its exportation to foreign countries, or upon the importation of goods of' any kind for which it can be exchanged.

It was a very sober city, too for the moment for a most sobering bill was pending; a bill to forbid the manufacture, exportation, importation, purchase, sale, borrowing, lending, stealing, drinking, smelling, or possession, by conquest, inheritance, intent, accident, or otherwise, in the State of Iowa, of each and every deleterious beverage known to the human race, except water.

It is clear nevertheless that the net industrial effects of the exportation of slaves were strikingly diverse in the several regions.

But this event, supposing it to be real, as I believe it to be, must have happened in spite of the bounty, and cannot possibly have happened in consequence of it. It has happened in France, as well as in England, though in France there was not only no bounty, but, till 1764, the exportation of corn was subjected to a general prohibition.

"Parliament had wisely foreseen that, if they restrained the importation or exportation of European goods, unless in our own ships, and manned with our own seamen, other states would do the same; and this, in its consequences, would amount to a prohibition of all such goods, which would be extremely detrimental to trade, and in the end defeat the very design of the Act.

Those arguments were partly solid and partly sophistical. They were solid, so far as they asserted that the exportation of gold and silver in trade might frequently be advantageous to the country. They were solid, too, in asserting that no prohibition could prevent their exportation, when private people found any advantage in exporting them.

This man ate nothing but fish, and her soul of an economical housewife worried greatly at the thought of the extraordinarily high price that fish brings in a port of exportation.

Meanwhile, the total population of the United States increased from thirty-eight millions in 1870 to seventy-six millions in 1900, or an increase of one hundred per cent. in thirty years; and the only means by which we have been able to feed this increase in population has been by increasing our acreage of cultivated crops and by decreasing our exportation of foodstuffs; and I need not remind you that the limit to our relief is near in both of these directions.
