It was wise and grave counsel which Jethro, Moses' father-in-law, gave to Moses, that he should set up over the people certain judges inferior to himself, who themselves might judge all smaller matters, but all great and hard matters to be brought to Moses, Exod. xviii. 22, 26.
But the question will be, how far we shall extend this head of divine commands. For clearness' sake, thus distinguish, thus resolve: God's commands are either immediate or mediate. Immediate divine commands: as those which God propounds and urges; as the ten commandments, Exod. xx., Deut. v., and all other injunctions of his in his word positively laid down.
"Q. What is the unlawful profit for money, which may be called usury? "A. The taking profit for money from the poor who borrow for mere necessity, or taking needful things from them in pawn for it; or the taking more profit for any than law allows, as these who take ten, fifteen, or twenty in the hundred. God would not have so much as the name of an idol to be remembered among his people, but commanded to destroy their names as well as themselves, Exod. xxiii. 13; Deut. xii. 3; Josh. xxiii. 7; whereby we are admonished, as Calvin saith, how detestable idolatry is before God, cujus memoriam vult penitus deleri, ne posthac ullum ejus vestigium appareat: yea, he requireth, eorum omnium memoriam deleri, quoe semeldicata sunt idolis.
For such imposition being a Ceremony of designing the person, is needlesse, when hee is already designed to the Power of Teaching what Doctrine he will, by his institution to an Absolute Power over his Subjects. The fourth place is that of Exod. 28.30.
The first time the Passover was eaten, was in the night; and when Israel took courage to go forward, though the sea stood in their way like a devouring gulf, and the host of the Egyptians follow them at the heels; yet the sea gives place, and their enemies were as still as a stone till they were gone over; Exod. xii. 8; chap. xiv. 13, 14, 21, 22; chap. xv. 16.

Jacob bought his wives Rachel and Leah, and not having money, paid for them in labor seven years a piece. Gen. xxix. 15-29. Moses probably bought his wife in the same way, and paid for her by his labor, as the servant of her father. Exod. ii. 21.
Then there may be church officers elected where there is no church, seeing there are magistrates where there is no church. 3. Then those magistrates, where there is no church, are no magistrates; but that is repugnant to Scripture, which accounts heathen rulers the servants of God, Isa. xlv. 1; Jer. xxv. 9: and calls them kings, Exod. vi. 13; Isa. xxxi. 35.
