Meuse was getting to reckon me a German sympathiser, and as there was no half-way house, therefore not in accord with the emotions of France and St. Meuse. On the afternoon immediately preceding the morning that had been fixed for the evacuation, there came to me a polite request that I should visit M. le Maire at the Hotel de Ville.

He wrote: "From the time at which the enemy withdrew his forces to this side of the Chickahominy, and destroyed the bridges, to the moment of his evacuation, that is, from Friday night until Saturday morning, I considered the situation of our army as extremely critical and perilous. The larger portion of it was on the opposite side of the Chickahominy.

In October Sir Charles Monro had been sent out to take over the command from Sir lan Hamilton and report on the situation. His report, which, owing to the singular relations then existing between someone in the Government and the press, was known to selected journalists within a few hours of its reception in London, was in favour of evacuation.

Its terms were severe, the immediate evacuation of all the conquered territory and withdrawal behind the Rhine, leaving the whole left bank and all the important bridgeheads open to Allied occupation, and a neutral zone on the right bank; the repatriation of all the transported inhabitants and Allied prisoners of war; the quashing of the treaties of Brest-Litovsk and Bukarest, and the withdrawal of all German troops from territories formerly belonging to Russia, Rumania, and Turkey; the surrender of thousands of guns, locomotives, aeroplanes, of all submarines fit for sea, and of the better part of the German Navy.

The dog, and at particular times when he is more than usually salacious, may, and does diligently search the urining places; he may even, at those periods, be seen to lick the spot which another has just wetted; but, if a peculiar eagerness accompanies this strange employment, if, in the parlour, which is rarely disgraced by this evacuation, every corner is perseveringly examined, and licked with unwearied and unceasing industry, that dog cannot be too carefully watched, there is great danger about him; he may, without any other symptom, be pronounced to be decidedly rabid.

The combination and sequence of events seems almost as if it were arranged to suggest the dark and ominous parallel. The first action looked only too like the invasion of Belgium, and the second like the evacuation of Belgium. So that vast and silent crowd in the West looked at the British Empire, as men look at a great tower that has begun to lean.

All this was very pleasant; but as the day of the evacuation became close I noticed that the civility of the French captain of gendarmes grew colder, that the cordiality of the French habitues of the table d'hote visibly diminished, and that I encountered not a few unfriendly looks when I walked through the streets by myself. It began to dawn upon me that St.

Needless to say, the Japanese general gladly, yet without undue haste, acceded to Stoessel's proposal; and at noon of 2nd January 1905, Major-General Ijichi met Major-General Reiss at Plum Tree Cottage, a miserable little hovel situated in the village of Swishiying, and the negotiations were opened which resulted in Port Arthur passing into the possession of the Japanese on the evening of that day, although the Russian evacuation did not take place until the 5th of January.

These unfortunate victims of Mahometan and Christian tyranny were nearly all Turks, and by the care of the Dutch Government were sent back by sea to their homes. A few of them entered the service of the States. The evacuation of Sluys by Governor Serrano and his garrison was upon the 20th August.

Tettenborn did not place reliance on these propositions because he could not suppose that there had been such a precipitate evacuation; he thought they were merely a snare to entrap him, and refused to accede to them.
