The two peoples represent two civilizations which, although in many respects equally high, are so totally distinct in their past history that it is idle to expect in one or two generations to overcome this difference. One civilization is as old as the other; and in neither case is the line of cultural descent coincident with that of ethnic descent.

The Rumanian Premier Bratiano, whose conspicuous services to the Allied cause entitled him to a respectful hearing, delivered a powerful speech before the delegates assembled in plenary session on this question of protecting ethnic and religious minorities. He covered ground unsurveyed by the framers of the special treaties, and his sincere tone lent weight to his arguments.

By some it is held that the names of animals, which had been given to ancestors, were interpreted literally by their savage descendants, or that traditions of having come from a certain mountain or river caused these natural objects to be mistakenly regarded as actual progenitors. These suggestions are of very limited value in solving the problem of the origin of the ethnic religions.

They were separated from one another by geographic, ethnic, ideological and political barriers which were intensified by tradition, custom, migration, and the competitive struggles among the elite for pelf and power. Ignorance and superstition played a major role in the decentralizing process. Conflicts at various levels led to further social segmentation and isolation of autonomous social groups.

Those lines were partly strategic, partly economic, partly imperialistic, partly ethnic. The only part of them that could possibly procure allied sympathy was that which would recover the genuine Italia Irredenta. All the rest, as everyone who was informed knew, merely delayed the impending Jugoslav revolt.

At any rate this was the case towards the west, where the Medes and Persians, the two principal sections of the Arian body in that quarter, are scarcely distinguishable from one another in any of the features which constitute ethnic type.

The outward ethnic differentiæ of the Bantu are admittedly palpable and patent to everyone, but in the opinion of competent observers there is nothing in the anatomy of the black man to make him a lower beast than the man with the white skin.

Who were the Parthians? It is not until the Parthians have emerged from obscurity and become a great people that ancient authors trouble themselves with inquiries as to their ethnic character and remote antecedents.

It is a matter of common notoriety that when individuals, or even considerable groups of men, are segregated from a higher industrial culture and exposed to a lower cultural environment, or to an economic situation of a more primitive character, they quickly show evidence of reversion toward the spiritual features which characterize the predatory type; and it seems probable that the dolicho-blond type of European man is possessed of a greater facility for such reversion to barbarism than the other ethnic elements with which that type is associated in the Western culture.
