The Electeur Libre, the journal of M. Picard, has put forth a species of political programme, or rather a political defence of the wing of the Government of National Defence to which that gentleman belongs.
O'Sullivan recently published an account of his expedition to the Prussian headquarters in the Electeur Libre.
