In the spring of 1919 the Bolshevists of Hungary waxed militant and threatened the peace of Rumania, whose statesmen respectfully sued for permission to occupy certain commanding positions which would have enabled their armies to protect the land from invasion. But the Duumviri in Paris negatived the request. They fancied that they understood the situation better than the people on the spot.
Yet another movement is made when the legislature, instead of waiting for the alleged commission of a crime as the occasion of appointing a Quæstio, periodically nominates Commissioners like the Quæstores Parricidii and the Duumviri Perduellionis, on the chance of certain classes of crimes being committed, and in the expectation that they will be perpetrated.
Whether it was the Julian law, or the censors of 668, or Sulla, that first arranged the details, cannot be determined: the entrusting of the censorial functions to the -duumviri- seems indeed to have been introduced after the analogy of the Sullan ordinance superseding the censorship, but may be equally well referred to the oldest Latin constitution to which also the censorship was unknown.
Tinnius is perhaps not a Roman name. There are many errors in proper names in Plutarch's text. Perhaps the true reading is Titinius. The chief magistrates were generally two, and called Duumviri. It is now a large and populous island inhabited by an industrious manufacturing population. It is about 200 miles south of Tunis, which is near the site of Carthage.
About four centuries before the Christian era, there existed at Rome a temple dedicated to Jupiter Capitolinus, by the Tarquins, and beneath it was a subterranean chamber in which were preserved a collection of ancient oracles, the keeping of which was confided to his officers, the duumviri, and the penalty of death attached to the divulgation unlicensed, of their contents.
The functions of the censorship, which recurred, as in Rome, every five years and, to all appearance, consisted chiefly in the superintendence of public buildings, were also undertaken by the supreme magistrates of the community, namely the ordinary -duumviri-, who in this case assumed the distinctive title of -duumviri- "with censorial or quinquennial power."
