Vessels went alongside sailing colliers to have their bunkers replenished; other ships entered or left at all hours; signals were continually flying from the flagship; occasionally a Spanish launch bearing a flag of truce would come down from the town, and in the midst of it all the crews of the different men-of-war worked on in the accustomed routine, as if peace and war, drills and fighting, were all a part of man's ordinary existence.

To this end they made use of strange disguises, mysterious and fearful conversation, midnight rides and drills, and silent parades. As long as secrecy and mystery were to be effective in dealing with the Negroes, costume was an important matter. These disguises varied with the locality and often with the individual.

This happened in the afternoon, just after inspection on the upper deck and when the divisions were dispersing to their respective drills, for I was going below with some of the other chaps at the time to man the pumps on the orlop deck, the second time I had been put to this job since I had come on board, and I can't say I liked it!

Bands of men, masked and armed, made their appearance; White Leagues and other societies were formed; large quantities of arms and ammunition were imported and distributed to these organizations; military drills, with menacing demonstrations, were held, and with all these murders enough were committed to spread terror among those whose political action was to be suppressed, if possible, by these intolerant and criminal proceedings.

After perhaps a preliminary breaking of the soil in the preceding fall, operations began in the early spring with smoothing the fields and trenching them with narrow hoes into shallow drills about three inches wide at the bottom and twelve or fourteen inches apart. In these between March and May the seed rice was carefully strewn and the water at once let on for the "sprout flow."
