By the, by the year 2000, every child must start school ready to learn. The United States must increase the high school graduation rate to no less than 90 percent. And we are going to make sure our schools' diplomas mean something. In critical subjects, at the fourth, eighth, and 12th grades, we must assess our students' performance.

Great numbers have come back from Europe and America with diplomas and titles; not a few have taken high rank in their classes. The Japanese student abroad is usually a hard worker, like his brother at home. I doubt if any students in the new or the old world study more hours in a year than do these of Japan. It has often amazed me to learn how much they are required to do.
