In each case the King was beheaded; in each case the anarchy of a disorganized representative body was succeeded by a military despotism; and in each case the monarchy was restored. It was after the restoration that the English system of party government was developed. Why did this system not now take root in France?

There is nothing mysterious about Rome's dissolution at the time of the barbarian invasions; apart from the impoverishment and depopulation of the Empire, its fall would be quite sufficiently explained by the mere fact that the average citizen had lost the fighting edge an essential even under a despotism, and therefore far more essential in free, self-governing communities, such as those of the English-speaking peoples of to-day.

Young madam was sufficiently chagrined; but then the actress and the squire met so coldly, and little Fiddy was flushing up into a quiver of animation, and Mistress Betty was such delightful company in the slumbrous country parsonage. It is pleasant to think of the doings of the Parnells, the witcheries of Mistress Betty, and the despotism of old madam, during the next month.

The beneficent despotism of the great viceroys had been succeeded by the cruel exactions of petty tyrants, and for many a long year the country had been ravaged by their armies. The duke of Anjou, intemperate, inconstant, and unprincipled, saw that his authority was but the shadow of power, compared to the deep-fixed practices of despotism which governed the other nations of Europe. The French officers, who formed his suite and possessed all his confidence, had no difficulty in raising his discontent into treason against the people with whom he had made a solemn compact.

The tenth of August; may the freemen who offered up their lives on the altar of liberty be ever remembered as martyrs, and canonized as saints. 3d. May the Bastille of despotism throughout the earth be crumbled into dust, and the Phoenix of freedom grow out of the ashes. 4th. Nerve to the arm, fortitude to the heart, and triumph to the soul struggling for the rights of man. 5th.

People felt sorry for Lehmann because his politics had so wholly miscarried, and somewhat sore against him because he wanted to lay all the blame on the old despotism and the unfavourable circumstances of the time.

Spain and Rome were endeavouring to obliterate the landmarks of race, nationality, historical institutions, and the tendencies of awakened popular conscience, throughout Christendom, and to substitute for them a dead level of conformity to one regal and sacerdotal despotism.
