For many years we were content to let France remain the arbitress of the lighter departments of taste: lately she has ceded this province to us, and England has dictated with uncontested superiority. This I cannot think very strange; for the eye in time becomes fatigued by elaborate finery, and requires only the introduction of simple elegance to be attracted by it.

In the departments, the same cautious timidity prevailed, and appeared likely to continue. They observe the former from inclination, and the latter from necessity; so that between the performance of their religious duties, and the sacrifice to their political fears, a larger portion of time will be deducted from industry than was gained by the suppression of the Saints' days.

With an army thus perfect, on a small scale, in all its departments, and furnished, in addition, with a force of two thousand prostitutes, as regularly enrolled, disciplined, and distributed as the cavalry or the artillery, the Duke embarked upon his momentous enterprise, on the 10th of May, at Carthagena.

I applied myself diligently to this task from the beginning and was aided by the able and energetic efforts of the heads of the different Executive Departments.

It may be admitted that a government with its powers thus separated in different departments is not able to act as quickly as desired by zealous persons confident of the excellence of their schemes and impatient for their realization, but, on the other hand, it is less liable to act too hastily, less liable to act arbitrarily, or to disregard individual rights and interests.

In accordance with these principles, the heads of the different Executive Departments of the Government have been instructed to reduce their estimates for the next fiscal year to the lowest standard consistent with the efficiency of the service, and this duty they have performed in a spirit of just economy.

Congress, troubled about many things, and struggling with questions of revenue and taxation, managed in the course of the summer to establish and provide for three executive departments and for an attorney-general.

The one bureau has surveillance over criminals of every class. The tendency is in that direction in this government. The secret service bureau is now being used by a number of departments of the government. The operations of the secret service are confined by law to the suppression of counterfeiting and the investigation of back pay and bounty cases.

Moreover, it is in Hungary as it is in England, the affairs of state are administered in all departments by the king's authority. The king's taxes, the king's duties, the king's escheats and forfeitures, are levied; the harbours are the king's harbours, the courts are the king's courts, the fortresses are the king's fortresses, and the people are the king's lieges.
