This is a question of moral as well as technical efficiency and to this the democracy pays no heed, because it is convinced that no special efficiency is necessary and that common sense is all that is required. Common sense, however, is like wit; it is useful in every walk of life, but is not sufficient in any one of them. This is just what democracy cannot or will not understand.

It simply means that they believe in it even for themselves, that is to say, for the working class.

In defending this state of things, in short, the Whigs were certainly not defending democracy, but they were in a real sense defending liberty. They were even defending some remains of mediæval liberty, though not the best; the jury though not the guild. Even feudalism had involved a localism not without liberal elements, which lingered in the aristocratic system.

An unequivocal stand is taken for the establishment, as a part of the treaty of peace, of a Universal Society of Nations; and recognizing that the future progress of democracy depends upon co-operation and fellowship between liberals of all countries, the maintenance of intimate relationships is advocated with liberals oversea.

Among the many objects for the Alliance to accomplish she named the following: Stimulate the spread of democracy and through it avoid another world war; Discourage revolution by demonstrating that change may be brought about through peaceful political methods; Encourage education and enlightenment throughout the world; Keep the faith in self-government alive when it fails to meet expectations.

Lead your men in their work, and above all make of your organization not a monarchy, limited or unlimited, but a democracy, in which the responsibility of each man for a particular piece of work shall not only be defined but recognized, in which the credit for each man's work, so far as possible, shall be attached to his own name, in which the opinions and advice of your subordinates are often sought before decisions are made; in a word, a democracy in which each man feels a personal responsibility for the success of the whole enterprise.
