That the Congress of the United States understood the State of Texas which they admitted into the Union to extend beyond the Nueces is apparent from the fact that on the 31st of December, 1845, only two days after the act of admission, they passed a law "to establish a collection district in the State of Texas," by which they created a port of delivery at Corpus Christi, situated west of the Nueces, and being the same point at which the Texas custom-house under the laws of that Republic had been located, and directed that a surveyor to collect the revenue should be appointed for that port by the President, by and with the advice and consent of the Senate.
Here the learned counsel minutely examined the evidence, and arrived at the conclusion, that it was impossible to ascertain them. Hence, he said, the corpus delicti is wanting. But suppose the words were as testified by some, though they are contradicted by others, "damned abominable," what then? Was that reviling or profane speaking? The words were two.
At the same time there was brought forward a comprehensive measure, popularly known as the "Force bill," bringing every form of violence or intimidation of the blacks within the jurisdiction of the United States courts; putting elections under supervision and control of the Federal officials, and giving the President large power for the supervision of the habeas corpus.
They had come down from their mountains to see the Corpus of Toledo, and they walked through the naves with wonder in their eyes, starting at the sound of their own footsteps, trembling each time the organ rolled, as though fearing to be turned out of that magic palace, which seemed to them like one in a fairy tale.
The news of the refusal of the New York court to release McLeod on a habeas corpus had hardly reached England when the Melbourne ministry was beaten in the House of Commons, and Sir Robert Peel came in, bringing with him Lord Aberdeen as the successor of Lord Palmerston in the department of foreign affairs.
On Corpus Christi day, 1532, a great procession was formed, the king and provost walking bare-headed to witness the burning of six Lutherans a scene often repeated. The Fountain of the Innocents, the Halles, the Temple, the end of the Pont St. Michel, the Place Maubert, and the Rue St. Honoré were indifferently chosen for these ghastly scenes. Almost daily the fires burnt.
In dress he was possibly too plain, rarely wearing anything in the field to indicate his rank, or even that he was an officer; but he was known to every soldier in his army, and was respected by all. I can call to mind only one instance when I saw him in uniform, and one other when I heard of his wearing it, On both occasions he was unfortunate. The first was at Corpus Christi.
He received notice of such acceptance July 7th, and forthwith proceeded to remove his troops to Corpus Christi, Texas, where, during the summer and fall of 1845, was assembled that force with which, in the spring of 1846, was begun the Mexican War.
We are now approaching the end of our task, for the legislation after James I, with the exception of a few great acts, such as the Statute of Frauds and the Habeas Corpus Act, hardly concerns us as not being part of our inherited common law.
Such measures as the Whiteboy Act of 1787, or the Insurrection Act and the Habeas Corpus Suppression Act of 1796, which were readily passed whilst the Irish Parliament was completely independent, are frequently referred to by modern agitators as amongst the brutal Coercion Acts which the tyranny of England has forced on an innocent people.
