Again, this plan gets rid of all our difficulties as to the size of constituencies. It is said to be unreasonable that Liverpool should return only the same number of members as King's Lynn or Lyme Regis; but upon the voluntary plan, Liverpool could come down to King's Lynn.

Some official ingenuity had been displayed in grouping remote towns together without any regard for geography, in order to prevent townsmen undesirably addicted to advanced political views from standing as candidates for the rural constituencies in which many of the smaller towns would otherwise have been naturally merged.

There have been bills for purity of elections, very necessary; bills for creating constituencies, bills for abolishing them, bills for dividing them, bills for extending the suffrage, and bills, if I am not mistaken, for curtailing it. And what has been the result? How many men are there in this room who know the respective nature of their votes?

In the first place he profoundly distrusted the whole Liberal party in the province that great party which, excepting at extraordinary conjunctures, has always carried with it the mass of the constituencies. He believed its designs to be revolutionary, just as the Tory party in England believed those of the Whigs and Reformers to be in 1832.

The new party is organizing in from three to four hundred constituencies, and at the next general election is not unlikely to gain control of the political balance of power. With the majority of Americans, however, the word "labour" as designating a party arouses suspicion and distrust.

Moreover, they are obliged to dwell on subjects directly intelligible to and appreciable by the voters in the constituencies, and are thereby hindered from giving either the time or the attention which they would like to any of those problems of statesmanship which require close and arduous study for their solution.

In Ireland and in Scotland there were some slight differences as to the scale of the qualification from those that were proposed for England; but in the three countries the principle was the same, and the right to vote was associated with a certain occupation of land or payment of household rating, and new constituencies were created where towns, unrepresented before, had grown up into recognized importance.

But as I came to look into the possibilities of the matter, a strong persuasion grew up in my mind that this panic fear of legislative proposals affecting the family basis was excessive, that things were much riper for development in this direction than old-experienced people out of touch with the younger generation imagined, that to phrase the thing in a parliamentary fashion, "something might be done in the constituencies" with the Endowment of Motherhood forthwith, provided only that it was made perfectly clear that anything a sane person could possibly intend by "morality" was left untouched by these proposals.

Further signatures were, however, to be forwarded. It was urged by the deputation that I should make my appearance at Barnstaple at the earliest possible date, as no time was to be lost, and they were most anxious to hear my views, especially upon topics that they knew more about than I, which is generally the case, I am told, in most constituencies.

Lenin and Trotsky, by wholesale intimidation and murder, had aroused the enthusiasm of similarly disposed compatriots in Allied countries. These compatriots were becoming noisy in the constituencies.
