This is my sincere belief; and all this, I say, is owing to the want of early notice of the proceedings of those combinations by the government, to their not having carried the laws into execution, to their having left free from punishment those who have been submitted to trial, and to their unfortunate selection of magistrates, and, above all, of the magistrates of the new reformed corporations of Birmingham, Manchester, Bolton, and other towns.

A German workman now comes along who has discovered a chemical substitute for coal, better than coal in many ways, and before this German shall have been dead many years some other will find a further substitute far better and cheaper than his. There is endless heat power in the action of the tides, in the rush of Niagara, in the winds, and in endless chemical combinations.

McDougall, and various more complicated emotions arising out of their combinations with each other, are common to all men, and bespeak in them deep-seated tendencies to react on stimulation in relatively particular and definite ways. And, as we have just said, Attention brings into play the powers of association, and gives us the "loose end" of an almost infinite chain of associated facts, stored away in our memory, forming new combinations of facts which we had never grouped together before, and bring out into the field of consciousness all the many scraps of information regarding the thing to which we are giving attention.

The importance of supervising business of great railways and industrial combinations and the necessary investigation and prosecution of unlawful business methods are another necessary tax upon Government which did not exist half a century ago.

There are certain needs, certain tendencies of development in nations as well as in individuals, needs stronger than the state, stronger than the law or constitution. In order to make our resources effective, combinations of capital are more and more necessary, and no more to be denied than a chemical process, given the proper ingredients, can be thwarted.

One member alone, William K. Vanderbilt, is a director of seventy-three transportation and industrial combinations or corporations. Behold, in imagination at least, this mass of stocks and bonds. Heaps of paper they seem; dead, inorganic things.

The one ascertains the simple laws of Mind in general, the other traces their operation in complex combinations of circumstances. Ethology stands to Psychology in a relation very similar to that in which the various branches of natural philosophy stand to mechanics.

Similarly the principles which spring from them are "nothing more than principles of possible experience," and can be referred to phenomena alone, beyond which they are arbitrary combinations without objective reality.
