Moreover independence would, in the eyes at least of foreign governments, give the colonies the rights of belligerents and enable them to claim for their fighting forces the treatment due to a regular army and the exchange of prisoners with the British. They could, too, make alliances with other nations.

In the first years of the Empire Bismarck had hoped that German traders would find sufficient protection from the English authorities, and anticipated their taking advantage of the full freedom of trade allowed in the British colonies; they would get all the advantages which would arise from establishing their own colonies, while the Government would be spared any additional responsibility.

Spain, too, although her shadow of an excuse for her apparent ill will toward us may be a little darker than that of Great Britain or France, since she doubtless hopes that by the destruction of our power and influence, she may be able to regain her ascendency over her former colonies, can scarcely be so blind as not to perceive that but little attention would probably be paid to her claims by her more powerful coadjutors in the work of our annihilation.
