I have serious thoughts of tendering this document to the doorkeeper of the august sanctuary of the collective wisdom of my country, to discover whether he will recognise its validity. A clause in the Constitution forbade tariffs between the States and established complete Free Trade within the limits of the Union. In such fantasy Hawthorne found a better channel for that play of his mind which had earlier sought expression in the grotesque; oddity of thought he had in plenty, and the sense of oddity was often as far as his humorous faculty reached, for it was perceptive rather than sympathetic. Of collective life, frankly so treated, Hawthorne wrote frequently, the group is an important one.

We are speaking of a criterion, not of a prime moving force. I have no desire, however, to avoid going into the material, or rather we should say mechanical, interpretation of history. I have done it more than once in my larger works, and for the sake of coherence I may repeat it in outline here. The laws which determine individual destinies are reproduced in the history of collective movements.

On the other hand, the large employers believe with such fine heroism of conviction in the principle of competition among their employees that they dislike to surrender the advantages of industrial freedom to the oppressive exigencies of collective bargaining. In assuming such an attitude both sides would be right from their own class points of view.

This minimum would vary, of course, in different trades, in different branches of the same trade, and in different parts of the country; and it might vary, also, at different industrial seasons. It would be reached by collective bargaining between the organizations of the employer and those of the employee.

Unity is a phenomenon of creative power, whose existence becomes apparent through the effects that collective action produces and whose absence is betrayed by the impotence of such efforts.
