The retention of the Republican form of Government in China will be a great future obstacle in the way of a Chino-Japanese Alliance. And why must it be so? Because, in a Republic the fundamental principles of government as well as the social and moral aims of the people are distinctly different from that of a Constitutional Monarchy. Their laws and administration also conflict.

Every one.... But why?... I tell you our world's gone to pieces. There's no way out of it, no way back. Here we are! We're like mice caught in a house on fire, we're like cattle overtaken by a flood. Presently we shall be picked up, and back we shall go into the fighting. We shall kill and smash again perhaps. It's a Chino-Japanese air-fleet this time, and the odds are against us.

The United States had no extensive store of munitions. Over all operations there hung a cloud of uncertainty. Except for the short campaign of the Chino-Japanese War of 1894, modern implements of sea war remained untested. Scientific experiment, valuable and necessary as it was, did not carry absolute conviction regarding efficient service.

If we add to all these conflicting data the circumstance that Great Britain, France, and Russia had undertaken to support Japan's demands at the Conference, and that Italy had promised to raise no objection, we shall have a tolerable notion of the various factors of the Chino-Japanese dispute, and of its bearings on the Peace Treaty and on the principles of the Covenant.
