On April 17 the Treaty of Shimonoseki was signed, and, on May 8, the ratifications were exchanged at Chefoo. The terms of the original treaty were these: First, China was to surrender Formosa and the Pescadores Islands and the southern part of the Shingking province, including the Liau-Tung, or Regent's Sword Peninsula, and of course, also, the naval fortress of Port Arthur.

In consequence of these steps, Li Hung Chang was, in August, 1876, or more than eighteen months after the outrage, intrusted with full powers for the arrangement, of the difficulty; and the small seaport of Chefoo was fixed upon as the scene for the forthcoming negotiations.

Meanwhile, whilst the decorations are pushing ahead, I must pause to notice the naval regatta of the 23rd, and especially the race which came about between our cutter and a similar boat of the "Lily," which it will be remembered we beat at Chefoo recently; but so confident were the "Lily's" that our victory on that occasion was the result of a "fluke," that they challenged us again to pull for sixty dollars.

Yet it is a port of great importance, when one considers that the handling of China's vast river-borne trade has been opened to foreign trade and residence since the Chefoo Convention was signed in 1876, that Ichang is a city of forty thousand souls, and has a gross total of imports of nearly forty millions of taels.
