Any attempt to carry on the great executive departments of the Government without this law would inevitably result in chaos. The Civil Service Commissioners are doing excellent work, and their compensation is inadequate considering the service they perform. The statement that the examinations are not practical in character is based on a misapprehension of the practice of the Commission.

The smoky vapour was soon partially blown off, and I could catch a glimpse of the forward part of the boat. There a complete chaos met the eye. The smoking-saloon, the bar with its contents, the front awning, and part of the starboard wheel-house, were completely carried away blown up as if a mine had been sprung beneath them and the huge sheet-iron funnels had fallen forward upon the deck!

Man is undoubtedly of animal origin. He is embraced in the same zoological scheme as are all other creatures, and did not start as man any more than you and I started with our present stature, or than the earth sprang from chaos as we now behold it. His complete physical evolution must have been achieved thousands of centuries ago, but his full mental and spiritual evolution is not yet.

He was sitting at a supper-table smoking a cigarette, and gazing somewhat sadly it seemed to me at the pandemoniac phantasmagoria of screaming dancers, the glittering cosmopolitan chaos that multiplied itself riotously in the mirrored walls of the great flaring ball-room, where under-dressed women, waving many-coloured paper lanterns, rode on the shoulders of grotesquely clad men prancing to joyous music.

By enforcing these ideas Vail saved the United States from the chaos which exists in certain other countries, such as France, where each subscriber purchases his own instrument, making his selection from about forty different varieties. In Victoria, where the state of chaos is perhaps worst, the influence of the press, the existence of a strong Labour section in the Lower House, and the class character of the Upper House, representing property and capital, have been the principal contributing causes. With the advent of federation a revision of the State constitution is widely demanded, and is likely to be conceded.

By this time the schooner had luffed up within a cable's length of the ice, along the margin of which she was running under easy sail. Gardiner believed himself to be quite as far to the westward as was necessary, and his present object was to find an opening, by means of which he could enter among the floating chaos that was spread, far and wide, to windward.

The response of primitive man to the pressure of Nature upon him was a response of wonder and awe and fear; his religion was instructive, emotional; but through the long tuition of the ages, the old nurse has taught him how to use his reason; and he now finds unity where he once found strife, and order and law where once confusion and chaos reigned. His religion has become rational.

Van Diest was shouting for his car and from the jargon of voices, Auriole learnt their intention of making an immediate descent upon the rival camp to demand terms. In the midst of the chaos Auriole slipped away, snatched up a bottle of champagne and some biscuits from the dining table and ran up the stairs to Richard's room.
