Collier was the leading force in founding the National Board of Censorship. As a member of that volunteer extra-legal board which is independent and high minded, yet accepted by the leading picture companies, he is able to discuss legislation in a manner which the present writer cannot hope to match. Since the producers and theatre-managers have us at their mercy, they are under every obligation to consider our delicate susceptibilities granting the proposition that in an ideal world we will have no legal censorship. As to what to do in this actual nation, let the reader follow what John Collier has recently written in The Survey.

He disliked the Press more than he did the universities. It was his impression that it was antagonistic to all existing governments; hence he fettered the Press with restrictions, and confined it to details of little importance. He would allow no comments which unsettled the minds of readers. In no country was the censorship of the Press more inexorable than in Austria and its dependent States.

A virtual censorship was exercised by wealth; if a newspaper dared advocate any issue not approved by the vested interests, it at once felt the resentment of that class in the withdrawal of advertisements and of those privileges which banks could use or abuse with such ruinous effect.

The ignorance of some and the vicious prejudices of others could not very well manifest themselves in periodical literature, for the simple reason that in pre-reformatory Russia, throtled by the hand of the censorship, none was in existence. Only in Russian fiction one might see the shadow of the Jew moving across.
