Napoleon's exploit was in fact nothing more than the evasion of an open blockade which had no naval defence beyond it. The vital importance of these things will appear as we proceed and note the characteristics which marked every attempt to invade England.

They hoped thereby to induce the United States to break the British blockade, and offered cargoes of potash in exchange for cargoes of cotton or cargoes of foodstuffs.

"Yes, I do hear you," thinks I; "but how the devil am I to get away from you?" for the cruel captains, like schoolboys round a rat-trap, stood so close that I could not start. Fortunately, this my blockade, which they no doubt intended for their amusement, saved me for that time.

Little Madame Carré-Lamadon seemed even to think that in her place she would refuse this one less readily than another. They were long in preparing the blockade, as if against an invested fortress. Each one agreed upon the part they would play, the arguments they would bring forward, the maneuvers they would execute.

Napoleon retorted with the Berlin Decree of Nov. 21, 1806, in which he declared the whole British Islands in a state of blockade; the trade in English merchandise was forbidden, and no vessel that had touched at a British port could enter a French port.

Apparently, however, Germany was unwilling to relinquish the advantage which the blockade seemed to promise, and in the meantime Roosevelt became fearful that the result of the blockade might be the more or less permanent occupation of part of Venezuela.

While it is true that an absolute blockade of any port might be practically impossible at the present day, while it is true that submarines and torpedo-boats might compel blockading ships to keep at such distance from ports that many loopholes of escape would be open to blockade runners, yet it may be pointed out that even a partial blockade, even a blockade that made it risky for vessels to try to break it, would have a very deleterious effect upon the prosperity of the country and of every man, woman, and child within it.

But just then the blockade was partially raised, an opening presented itself immediately in front of me, and I was forced forward willy-nilly. Arrived at the other side of the street, I drew out of the press as quickly as possible, and it was then that I discovered Mr. Indiman's carte de visite tightly clutched in my left hand.

After their horse will come the little devil-guns that they can drag up to the tops of the hills, and, for aught I know, to the clouds when we crown the hills. If the tribe-council thinks good, I will go to Tallantire Sahib who loves me and see if I can stave off at least the blockade. Do I speak for the tribe? 'Ay, speak for the tribe in God's name. How those accursed fires wink!
