The way will thus be opened for a gradual renewal of good feeling between the people of Germany and the western Europeans. This renewal will be greatly facilitated by the inevitable fall in the German birth-rate that the shortage and economies of this war will have done much to promote, and by the correlated discrediting of the expansionist idea.

As for housing, the vestiges of the old slave quarters, some of which have stood abandoned for half a century, denote in many cases a sounder construction and greater comfort than most of the negroes in freedom have since been able to command. With physical comforts provided, the birth-rate would take care of itself.

May I, in all deference, commend for consideration a parable which always comes to my mind when I read clerical comments on the birth-rate, without reference to the infant-mortality? And the report of the Sanitary Commissioner of Assam for 1913 states: "An important factor in producing the defective birth-rate appears to be due to voluntary limitation of birth." However, these beginnings of birth-control are too local and partial to afford any immediate relief to India's growing over-population. Wider appreciation of the situation and prompt action are needed.

In studying these Eastern peoples one is also led inevitably to such reflections as Mr. Roosevelt gave utterance to in his Romanes lectures a few months ago. Not only are the Orientals schooled from their youth up to endure hardness like good soldiers, but their natural increase contrasts strikingly with the steadily decreasing birth-rate of our French and English stocks.

It is worth noting in this connection that Dr. Billings, in his article in this month's Forum, on the diminishing birth-rate of the United States, gives as one of the reasons the greater diffusion of intelligence, by means of popular and school treatises on physiology, than formerly prevailed."
