Unto the rest of the children of Merari were given out of the tribe of Zebulun, Rimmon with her suburbs, Tabor with her suburbs: And on the other side Jordan by Jericho, on the east side of Jordan, were given them out of the tribe of Reuben, Bezer in the wilderness with her suburbs, and Jahzah with her suburbs,

During the time of his exile, the relations of him that was slain may, by this law, kill the manslayer, if they caught him without the bounds of the city to which he fled, though this permission was not granted to any other person. Now the cities which were set apart for this flight were these: Bezer, at the borders of Arabia; Ramoth, of the land of Gilead; and Golan, in the land of Bashan.

And out of the tribe of Reuben, Bezer with her suburbs, and Jahazah with her suburbs, Kedemoth with her suburbs, and Mephaath with her suburbs; four cities. And out of the tribe of Gad, Ramoth in Gilead with her suburbs, to be a city of refuge for the slayer; and Mahanaim with her suburbs, Heshbon with her suburbs, Jazer with her suburbs; four cities in all.

That the slayer might flee thither, which should kill his neighbour unawares, and hated him not in times past; and that fleeing unto one of these cities he might live: Namely, Bezer in the wilderness, in the plain country, of the Reubenites; and Ramoth in Gilead, of the Gadites; and Golan in Bashan, of the Manassites.

There were three on each side of Jordan, though the population was scantier on the east than on the west side, for the extent of country was about the same. They stood, roughly speaking, opposite each other, Kedesh and Golan in the north, Shechem and Ramoth central, Hebron and Bezer in the south. So, wherever a fugitive was, he had no long distance between himself and safety.

At last her flying feet touched British soil, but she knew now, that neither Bezer nor yet Shechcm lay before her; and no sign-post rose to welcome her, with the "Refuge Refuge" the water and the bread appointed of old, for spent fugitives. Canada was an ambush that, despite all caution, might betray her.

And they appointed Kedesh in Galilee in mount Naphtali, and Shechem in mount Ephraim, and Kirjatharba, which is Hebron, in the mountain of Judah. And on the other side Jordan by Jericho eastward, they assigned Bezer in the wilderness upon the plain out of the tribe of Reuben, and Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh.

But the institution of Moses, afterward completed by Joshua, affords no countenance to these rabbinical distinctions; and we have no reason whatever to believe that the benefit of asylum was granted to any Levitical town besides Hebron, Shechem, Ramoth, Bezer, Kedesh, and Golan.

To guard against the innocent thus suffering, God commanded that "cities of refuge" should be appointed, to which the slayer might flee, "which killeth any person at unawares." These cities were six in number: Kedesh, Shechem, and Kirjath-arba, on the west of Jordan; and Bezer, Ramoth, and Golan, on the east of that river.

His good intention was frustrated, yet Reuben was rewarded by God, for God gives a recompense not only for good deeds, but for good intentions as well. As he was the first of the brethren of Joseph to make an attempt to save him, so the city of Bezer in the tribe of Reuben was the first of the cities of refuge appointed to safeguard the life of the innocent that seek help.
