In regions too remote to be under his immediate control, audiencias, or courts of justice, were established, the president of the audiencia being known by the title of captain-general. In 1740, New Granada was raised to the rank of a viceroyalty, with its capital at Bogota; and in 1776 the same dignity was conferred on Buenos Aires.

Although it has been ordered by other decrees at various times that these should be observed and complied with, I have been informed that this has nut been done, and that the quantity allowed has been and is being greatly exceeded in the amount taken each year, with the knowledge and permission of my viceroys, audiencias, and governors goods to the extent of more than two millions of ducats being registered and openly sent, besides what is secretly shipped.

And as it is my will that all the aforesaid should be complied with, observed and executed inviolably, as also the decrees which were ordered to be despatched by the king my lord, which are hereinbefore mentioned, concerning the said trade, in so far as they are not contrary to what is decreed and ordered, I command my viceroy of the said Nueva Spaña and my governor and captain-general of the said Philipinas Islands, and my audiencias there, and my other judges and magistrates, and all private persons whomsoever each in so far as concerns him to observe and comply with, and cause to be observed and complied with this decree, with exactness, and to execute the said penalties without any exemption or remission.

Americans were often denied the right of public office. Great personal service or merit was not sufficient to destroy the dishonor and disgrace of being an American. The Spanish colonies were divided into vice-royalties and general captaincies. There were also audiencias, which existed under the vice-royalties and general captaincies.

Although there is no doubt that much of what this paper recounts occurs in other regions where there are audiencias, it must be remembered that in this country, which is the newest of all and more engaged in war than any of the others; and where the hardships of conquest and maintenance are so omnipresent; and your Majesty has little profit or advantage, except the cargo of cloth which goes to Nueva Hespaña, and which is divided among all; and as the resources of the country are so scant that there it no place to go in order to seek a livelihood outside of Manila: there is much criticism in this matter, and the people are much grieved at seeing themselves in the utmost part of the world, harassed and troubled by so many magistrates and officers and their dependents, and at having so many to satisfy; and that matters are in such a state that he who has an auditor for a protector may, it appears, go wherever he wishes and with as much as he wishes, and he who has not must be ruined.

The English settlement on the island of Providence, lying as it did off the Nicaragua coast and in the very track of Spanish commerce in those regions, was, until captured in 1641, a source of great fear to Spanish mariners; and when in 1642 some English occupied the island of Roatan, near Truxillo, the governor of Cuba and the Presidents of the Audiencias at Gautemala and San Domingo jointly equipped an expedition of four vessels under D. Francisco de Villalba y Toledo, which drove out the intruders.

Associated with the high officials who ruled them were audiencias, or boards, which were at once judicial and administrative. Below these individuals and bodies were a host of lesser functionaries who, like their superiors, held their posts by appointment.

Those chiefly interested in this trade are the citizens of Nueva España, Peru, and other provinces; they have taken the said merchandise there against the provisions and commands of the said decrees, and the warnings sent to the said viceroys, audiencias, and governors, and the measures that have been and are now being taken are not sufficient to prevent these violations.
