We may judge of the influence of these committees when we see moderate deputies forced to patronise the anarchical destroyers of arsenals, to ally themselves with anti-militarists, and, in a word, to obey the most atrocious demands in order to ensure re-election.

Peter's orders were to go with the extreme anti-militarists; they were the ones whose confidence he wished to gain, also they were the trouble-makers of the movement, and McGivney's instructions were to make all the trouble possible. Over at the I. W. W. headquarters was another group whose members were debating their attitude to the war.

At least nine-tenths of all the sincere reformers supported me; but the ultra-pacifists, the so-called anti-imperialists, or anti-militarists, or peace-at-any-price men, preferred Croker to me; and another knot of extremists who had at first ardently insisted that I must be "forced" on Platt, as soon as Platt supported me themselves opposed me because he supported me.

But now, to the great surprise of five out of the six anti-militarists, the entire party was put in one of these big cells, and allowed the privilege of having reading matter and of paying for their own food. Under these circumstances martyrdom became a joke, and the little party settled down to enjoy life. It never once occurred to them to think of Peter Gudge as the source of this bounty.

It is true that, with the lapse of time, the danger became more and more threatening, but, on the other hand, the "anti-militarists" found a fresh argument in the fact that, during so many years, the country had been able to weather the storm. The first trouble arose in connection with the Socialist revolution which broke out in France in 1848.

Trotsky, in a leather coat, military breeches and gaiters, with a fur hat with the sign of the Red Army in front, was looking very well, but a strange figure for those who had known him as one of the greatest anti-militarists in Europe. Lenin sat quietly listening, speaking when necessary in almost every European language with astonishing ease.

The Socialists, free-speech fanatics, anti-conscriptionists, anti-militarists and other such democratic maximalists of 1917 and 1918 were, in essence, nothing but a new and formidable horde of Jacksons. Their case rested upon principles held to be true by all good Americans, and constantly reaffirmed by the highest officers of state.

Ramsay Macdonald that there are really anti-Militarists in England who regard Indians as fellow creatures, is actually rallying to us against the Prussian Junkers, who are, in Indian eyes, indistinguishable from the Anglo-Indians who call Mr. Keir Hardie and Mr.

The anti-militarists are clamoring mournfully, believing that it is in the power of the government to prevent the clash. . . . A country degenerated by democracy and by the inferiority of the triumphant Celt, greedy for full liberty! . . . We are the only free people on earth because we know how to obey." This paradox made Julio smile. Germany the only free people! . . .

Do that first in any controversy, says J. J. Chapman, then move the point, and your opponent will follow. So long as anti-militarists propose no substitute for war's disciplinary function, no moral equivalent of war, analogous, as one might say, to the mechanical equivalent of heat, so long they fail to realize the full inwardness of the situation. And as a rule they do fail.
