Whether this is the tragedy of history, the world's fate and the condemnation of it to perpetual warfare or is but a term in the logic by which nations rise to other and higher forms; or finally is a crime or a mistake which it is within the power of the will of man to abandon or amend these are problems of the philosophy of history. Historical Causes

A curious situation then developed. The leader of the Government, Sir Mackenzie Bowell, was a prominent Orangeman. The leader of the Opposition, Wilfrid Laurier, was a Roman Catholic. The Government, after a vain attempt to induce the province to amend its measure, decided to pass a remedial act compelling it to restore to the Roman Catholics their rights.

At the November election of that year the emancipation party of Maryland elected its ticket by an overwhelming majority, and a legislature that enacted laws under which a State convention was chosen to amend the constitution. Of the delegates elected on April 6, 1864, sixty-one were emancipationists, and only thirty-five opposed.

Constitutional provisions designed to obstruct amendment are not only an anomaly in popular government, but they are in the very nature of the case inoperative. This follows from the fact that the law-making body, whether it be the people themselves or a representative assembly, is the final interpreter of the constitution and may enact laws which virtually amend it.

As no special communication can alter or amend the proceedings of a regular one, it is not deemed necessary to present the records of the latter to the inspection of the former. This preliminary reading of the minutes is, therefore, always omitted at special communications.

There is therefore no reason that a monarch should not act in agreement with free states, to support his own power, if they do the same thing for the benefit of their respective communities; upon which account when there is any acknowledged difference in the power of the citizens, the reason upon which the ostracism is founded will be politically just; but it is better for the legislator so to establish his state at the beginning as not to want this remedy: but if in course of time such an inconvenience should arise, to endeavour to amend it by some such correction.

I hope, therefore, my lords, that I shall not undergo the common censure of disregard to our commercial interest, or be ranked amongst the enemies of the merchants, though I declare, that in my opinion, this bill ought to be rejected as unnecessary and injudicious, and that we should only, by considering in a committee what no consideration can amend, waste that time in a fruitless attempt, which may be spent much more usefully upon other subjects.
